Christopher B. Fisher is a Partner at Cuddy & Feder LLP. He chairs the firm’s Digital Infrastructure Practice and is a past Chair of the firm’s Land Use, Zoning & Development and Energy and Environmental Law Practices. Chris served as the firm’s Managing Partner from 2016 through 2021.
He is a founding board member of the New York State Wireless Association and served as its President from 2012 to 2018. Chris has also been a member of various Wireless Infrastructure Association committees and the Innovation and Technology Council, where he chaired a working group focused on municipal government relations and small cell policy.
Chris has appeared on City & State’s Telecommunications Power 50 and Tech Capital’s Legal 50 lists and has been routinely recognized as a U.S. Best Attorney and Super Lawyer in communications law. He was appointed by the Governor to serve on New York’s Upstate Cellular Task Force, which produced a report setting the stage for the 5G Fund and rural tower deployments in New York. Chris was recently appointed Chair of the Westchester County Association, a regional business group connecting industry leaders and driving economic growth with a focus on healthcare, workforce development, digital infrastructure, and housing.
Chris is a tireless advocate for digital connectivity. He has served as counsel to wireless carriers and infrastructure providers in several precedent-setting cases in New York, Connecticut, and the U.S. Court of Appeals for the Second Circuit. Over the course of his career, he has obtained zoning and other entitlements for thousands of towers, small cells, and broadband infrastructure projects. In recent years, Chris successfully mediated with the State of Connecticut and its largest cities to develop a municipal pole access agreement and is often called upon as a fact expert in New York and Connecticut state legislative matters.
Chris has been honored on several occasions for his work within the community, including the Distinguished Service Award from the Elisabeth Haub School of Law at Pace University and a Leadership Award from the Westchester County Association. He has also been recognized for several pro bono initiatives, including a National Science Foundation/U.S. Ignite grant effort that he led, which produced a private CBRS network delivering access, devices, and tech education during the COVID-19 pandemic. He later supported government and private sector partners in launching Connect Westchester to provide device ownership and digital skills to underserved communities.
As digital infrastructure rapidly evolves to support AI-driven demand, Chris brings a unique perspective on the economic, regulatory, zoning, and energy-related challenges shaping high-density, low-latency development. His work focuses on navigating municipal and community issues and developing winning strategies for projects and development initiatives. Chris is widely regarded as a trusted advisor on the legal and regulatory dynamics influencing digital infrastructure investment and is a frequent speaker on the future of connectivity, energy, and technology-driven development.
