Sean Conway is telecommunications, media, and technology partner in the Washington DC office of Akin Gump, a global law firm. Prior to joining Akin, Sean served as Deputy Chief Counsel at NTIA, where he played a key role advising agency and Department of Commerce leadership in the implementation of the “Internet for All” broadband grant programs. In the case of the Broadband Equity Access and Deployment (BEAD) Program, he advised agency leadership on the legal framework applicable to federal investments in Low Earth Orbit satellite and unlicensed fixed wireless networks, and drafted the exceptions NTIA applied to the Part 200 regulations in the BEAD program. Earlier in his career, Sean served as an attorney at the Federal Communications Commission, where he worked on broadband funding issues and spectrum policy as an attorney in both the Wireline and Wireless bureaus.
