
SVP, Spectrum Policy and Regulatory Counsel - Government Affairs
John W. Kuzin is Senior Vice President, Spectrum Policy and Regulatory Counsel, with Qualcomm Incorporated. John oversees Qualcomm’s worldwide spectrum strategy team, working closely with the company’s regional spectrum experts, business leads, and global R&D team. He represents Qualcomm on regulatory matters before the FCC, ISED Canada, and other federal agencies in North America. John’s areas of expertise include new spectrum allocations, licensed and unlicensed spectrum regulations, 5G and 6G technology, equipment authorization procedures, spectrum sharing techniques, positioning technologies, Cellular Vehicle-to-Everything (“C-V2X”), unmanned aircraft systems, and mobile device accessibility.
Prior to joining Qualcomm in 2010, John practiced law at Wiley Rein LLP in Washington, DC, representing clients before the FCC and state commissions on wireless and wireline matters. He also has litigated complex technology and intellectual property cases in federal and state courts and has negotiated license agreements.
In addition to his legal experience, John is an electrical engineer. Prior to law school, he worked as a senior systems engineer with Bell Communications Research (“Bellcore”) in Morristown, New Jersey. John holds a B.E. in electrical engineering from The Cooper Union, an M.S.E. from Princeton University, and a J.D. from New York University Law School. He is a registered patent attorney, a patent holder, and a Senior Member of the IEEE.
